Environmental assessments identified PCB contamination in building materials — a legacy of the property's industrial past. 100 River Street Venture, LLC acquired the property and is systematically remediating, renovating, and activating every square foot.
The Vermont Department of Environmental Conservation has approved a Corrective Action Plan (CAP). The remediation strategy is encapsulation — a proven, cost-effective approach that includes concrete capping with vapor barriers, epoxy wall coatings, vault abandonment, well decommissioning, and ongoing monitoring.

As each area completes remediation, begin tenant-specific buildouts. Priority: self-storage facility, restaurant and event space with outdoor riverfront dining, manufacturing tenant spaces, retail storefronts. Goal: activate every square foot with revenue-generating uses.
Development of the former cafeteria building into a brewery with additional green space, community gathering areas, and outdoor seating along the Black River. Evaluate boiler house and 1898 House for complementary commercial uses.
